Traditional Languages Vie for Top 10 Spots
This July, the top eight spots of the TIOBE index remain unchanged from the previous year. According to Paul Jansen, CEO of TIOBE Software, “it’s a perpetual battle among the old-timers: Visual Basic, SQL, Fortran, Ada, Perl, and Delphi”. He notes that none of these languages has managed to secure a long-term position within the top 10, as they frequently replace one another from month to month. Newer languages, on the other hand, are struggling to make a significant impact.
Expectations are that new languages would break into the top 10, replacing these veterans. But where are Rust, Kotlin, Dart, and Julia? It appears that established languages still hold favor, highlights Paul Jansen.
Among these veterans, Ada stands out particularly in July 2025. Now in 9th place, it has climbed 15 spots within a year. According to Paul Jansen, this language, originally developed in the early 1980s, stands the best chance of maintaining its position, greatly supported by increasing demands for security.

This month, Python continues to lead the TIOBE index by a wide margin, accounting for nearly 27% of the market, which is an increase of over 10 points from the previous year. It is followed by C++ (9.80%) and C (9.65%), both maintaining their positions despite minor fluctuations. Java, C#, JavaScript, and Go also remain stable at the top of the rankings.
Other languages showing positive momentum include Perl (11th, up 19 spots from last year) and R (15th, up 7 spots). However, MATLAB, Rust, and SQL continue to decline, while Kotlin, despite its utility in the Android ecosystem, still struggles to move beyond the 20th spot.

Updated monthly since its inception in 2002, the TIOBE index measures the popularity of programming languages based on search volume across about twenty platforms, including Google, Bing, Amazon, and Wikipedia. It does not reflect the quality of a language or its actual use in production but helps identify major trends. For developers, it serves as a valuable tool to refine their technology monitoring or to guide the choice of a language for future projects.
