OpenAI is currently undergoing a dynamic period of growth and change. Having recently secured a partnership with Microsoft, the company is restructuring itself as a public benefit corporation with profit-making capabilities. This strategic shift may pave the way for a potential initial public offering and significant expansion. OpenAI is vigorously pursuing innovation across various fronts including AI-driven video, business solutions, AI search engines, and e-commerce.
Within the realm of e-commerce, the company has launched several new services. ChatGPT Shopping, for example, offers product carousels that provide direct purchasing links in response to user queries, and Instant Checkout, which enables users to complete online purchases directly through the ChatGPT interface. A notable development occurred on October 28, 2025, when OpenAI entered into a partnership with PayPal. Here’s everything you need to know!
PayPal and OpenAI Join Forces for Online Payments
PayPal announced the news in a press release from its newsroom. It has adopted the Agentic Commerce Protocol (ACP), a protocol co-developed by OpenAI and Stripe, designed to enable secure transactions between users, AI agents, and merchants. This protocol supports automated purchases through conversational interfaces such as ChatGPT.

Specifically, starting in 2026, users will be able to make payments within ChatGPT using their PayPal accounts, without exiting their ongoing conversations. This will be facilitated by the Instant Checkout feature, which ChatGPT introduced in early autumn.
In its announcement, PayPal highlighted that the partnership offers “various funding options, including bank accounts, PayPal balances, and cards”. It also includes “PayPal’s protections for buyers and sellers, as well as post-purchase services like order tracking and dispute management”.
A New Sales Platform for Merchants
Not only does this feature benefit users, but it also provides advantages for merchants. Through the Agentic Commerce Protocol (ACP), the partnership will enable “tens of millions of merchants to be listed in ChatGPT”, according to PayPal. The payment giant also noted that the ACP server will not require individual integration: “PayPal will handle the routing, validation, and orchestration of payments in the background”. Furthermore, PayPal will support OpenAI Instant Checkout through the delegated payments API, which simplifies the processing of card payments.
By 2026, ACP will allow tens of millions of merchants using PayPal to integrate the product catalogs of small businesses and major brands in clothing, fashion, beauty, DIY, and electronics into ChatGPT Shopping, via PayPal’s ACP server.
Merchants interested in this opportunity can sign up for the waiting list now.
