Surfshark, a company known for its VPN and antivirus services, has unveiled the most recent results of its data breach study, which includes country-specific statistics. France has been consistently among the most targeted nations for the past two decades and continues to be a major focus in 2025. Let’s delve into the details!

France Faces 11 Million Compromised Accounts in Q2 2025

During the second quarter of 2025, France emerged as the second most affected country globally in terms of data breaches, according to Surfshark’s findings. Specifically, from January 1 to April 1, 2025, approximately 11.4 million French email addresses were compromised. This figure represents more than a fivefold increase from the previous quarter. The United States leads the statistics with 42.5 million compromised accounts, while India follows far behind France with 1.7 million affected accounts.

Although the number of compromised accounts is notably high, it pales in comparison to the third quarter of 2024, when France experienced an unprecedented spike with over 125 million violations. During that period, Russia (804 million), the United States (411 million), China (168 million), and Germany (124 million) also saw significant exposure. The primary cause was a hacker, known as Addka72424, who leaked 3.3 billion emails from numerous public breaches.

France: The Fourth Most Targeted Country Since 2004

Over the long term, France also ranks as one of the most frequently targeted countries. With around 683 million compromised accounts, accounting for 3% of global violations, France holds the fourth position among the most affected countries, trailing behind the United States, Russia, and China. Since 2004, Surfshark has recorded 1,025 violations per 100 people in France, a figure significantly higher than the global average of 281 hacked accounts per 100 people.
