Here’s what Verizon says at their FAQ site.
Can I upgrade to an iPhone 4 even though I am not eligible to upgrade?
If you are not eligible to upgrade, you cannot upgrade at promotional pricing today, but you can pay full retail price and upgrade your phone if you would like to.

I am getting the iPhone on Verizon. The best of the best. It just makes sense. Don’t need the super-duper specs on a phone THAT bad. Apple will only get better or add something unique—and they all will copy.
